KML output for topp:states appears to be broken

Description

Not sure whether it's the KML regionating on the server or the requests going off.

http://localhost:8080/geowebcache/service/kml/topp:states/x0y0z0.kml.kmz

Minor change in GeoServer appears to be that 204's always come back with the exception MIME type, which is arguably wrong.

GeoServer issue that appears to be gone on 1.7.x

David points out it may be related to an old feature type configuration, if regionating strategy has been replaced.
